Disaster Assistance

My name is Shaynan Holen and I am the EAP Housing Programs Assistant for Couleecap. I am reaching out to you today to ensure that your office has a copy of the CDBG-EAP Disaster Assistance application for home repairs related to damage caused by the August/September 2018 flood event. I have attached a copy of the application. Eligible applicants are those who are homeowners, Mobile Home owners who own the mobile home – they may live in a court or on their own property, but they MUST own the mobile home – or Landlords. However, all individuals must fall below 80% of the County’s Median Income. CDBG-EAP Disaster Assistance is only eligible for low income families and homeowners.
Landlords who apply for assistance must rent to low income families, and are required to rent to low income individuals and families for the next five years. Landlords who receive CDBG-EAP Disaster Assistance cannot have rent amounts that exceed HUD’s Fair Market Rent Limits. These limits change each year, so Couleecap will keep landlords updated on new rent amounts. Income verification of the tenants is required for each application, and must be redone any time a tenancy changes – If current tenant leaves before 5 years, the new tenants must also be income eligible and Couleecap will provide income verification. CDBG-EAP funding can only be used to repair damage caused by the flooding event and will only be used on repairs to homes that are owner-occupied – we will not repair homes if the homeowner is planning on selling the property, or not returning.
Individuals whose  homes have received extensive damage may qualify for our Buyout program. Again, in order to be eligible for CDBG-EAP funding, they must fall below 80% of the County’s Median Income. Extensive damage is considered any damages to a home that will cost in excess of 50% of the home’s Fair Market Value to repair.
